As an administrator on Vir's Pub there is a lot required of you. Being an administrator does not mean you are above the players, it simply means you have the power to help the players. Sometimes people forget this and so what I have done to try to avoid problems by creating a set of public guidelines for our administrators that all players have access to. Thus if an administrator breaks one of these rules, the players are well within their right to complain about it, especially if it has affected their game in a negative manner. This should keep our administrators at Vir’s pub legit and keep admin abuse at a minimum.
Administrator Levels
At Vir’s Pub we employ different administrator levels. In total there are 6 levels, all varying in level of power. Each level is responsible for the administrators below it. If there is more than one administrator on the server, the one with the highest level of admin is in charge. Any admin commands that may affect gameplay must not be used without express permission from the highest ranked administrator currently online. This means doing things such as changing maps, kicking/banning players and changing game settings should always be decided upon by the highest ranking administrator.
That being said here are the admin levels starting from the lowest to highest and the administrative powers that comes with it.
Basic Administrator (B)
Power:

This person is our basic level administrator. They have the ability to manage the server quite well on their own with slap, slay and kick powers. If you have a problem with another player, they should easily be able to help you with it.
Generally these admins are brand new and once they learn the ropes of being an admin at Vir's Pub, they are moved up to the G level of admin. Since they are also at the bottom level of admins, if any other level of administrator is on they must report to that higher level before they use any administrator command that affects players on the server.
General Administrator (G)

These admins are there to provide the extra level of administration needed to ensure the proper running of our server. The G level of admins contain the most amount of players. They are there to ensure we have all hours of the day covered by at least one admin who would be able to deal with almost any situation that arises. Their extra level of commands ensures that if a basic player needs help, the general level administrator has the commands to provide that assistance.
Advanced Administrator (A)

These administrators are handpicked by the Ultimate Administrators at Vir’s Pub. They are responsible for all the administrators below them. They ensure that the administrator rules are being followed properly and will help resolve any problems that come up during the game between two administrators or a player and an administration.
They have the ability to permanently ban players when they feel this is a necessary action to handle a problem. They handle all the complaints about Basic and General Level administrators. They can also request administrator access be removed from an uncooperative administrator including advanced clan administrators. Treat these players with the utmost respect.
Ultimate Administrator (UA)

These administrators have shown an excellent level of admining and have nearly all the powers available to administrators including a few commands which are extremly powerful (including rockets and jedi grab). They are there to ensure the lesser admins do their job properly and do not abuse their command usage. They are allowed to ask XA admins to unban people and have the power to ban people themselves.
These players have also been playing at Vir's quite a long time and if you have any questions these players are the players to ask. They will know about most of the player level mods and changes and can tell you how to use certain aspects of the server that are not common on many of the servers out there.
These players should be regarded highly and we expect them to act in the most respectful manner. You will rarely see these administrators misbehave or mis-use their commands. If you do please let us know ASAP so we can take action.
Xtreme Administrator (XA)

These are the administrators who decide how the server will work and what direction the server will go in. They have the final say in any disputes and their actions should not be questioned unless they are in direct violation of what is stated in this administrator guide. Do not be afraid to use this guide against them if it is clear they are violating it.
Players at this level have access to any area of the server, including the ability to get new plugins installed, new maps installed and settings permanently changed. They know the server best and thus any questions about the day to day running of the server can be directed at them. They handle all advanced administrator complaints and any such complaints can be posted in the forum for them to look into.
These administrators should be treated with complete respect at all times. If you do not respect these players then don’t play on our server as we don’t want player on our server who do not have respect for the people that provide them the server they play on.
Virellek (V)
Administrative Power:

Only one person at this rank and that is Virellek - the server owner. He does what he wants and has access to everything that goes on with the server. He will have the final say on any situation that arises.

Administrator Behaviour
As an administrator at Vir’s Pub it is expected that you will act in a higher manner than that of a typical player. You are now in a position in which your actions directly affect that credibility of the server you play on. If you act in a disrespectful manner, players will view our server with disrespect themselves. Thus it is imperative you act as if you were in the work place - organized, professional, calm, fair and fun.
Organization
As a computer minded person I know how hard it is to be organized - gamers were just never created to be organized entities. But I’ve learned from experience how important it is to have some sort of organization. Organization allows one to track what’s going on and remember what has happened in the past. There are a few things we expect ALL of our administrators to do in regards to organization.
Bans
When an admin bans someone they should properly choose the CORRECT reason they banned the offending player from the reason menu that pops up. They should also keep in mind that all the players will be polled to get their opinion on the ban so make they should make sure they choose the correct option and ban for a very good reason. If they do not choose accurate reasons the ability to ban will be removed.
Misbehaving Regulars
If a regular at Vir`s Pub misbehaves please keep a record of the time and date this misbehaviour happened. If they are using the voice com to cause the problems, you can record a demo and it will store the voice chat of the game for future reference.
DO NOT BAN A REGULAR WITHOUT EXPESS PERMISSION FROM VIRELLEK NO MATTER THE REASON. A regular is classified as anyone with over 25 hours of play time on the server and have the (R) or (RX) tag on their name. Regulars are very important to the success of our server. Banning one affects everyone who is friends with that person. This is not a good thing for encouraging players to make Vir`s Pub the number 1 server they play on. Thus we may give a second chance to a regular that we would not give to a newbie player on the server. However this is up to Virellek to decide.
Recording Demos of Players
If you are about to make a decision that is going to affect a player long-term, please ensure you record a demo of the cause of that decision BEFORE you take any action against the player. HLTV demos do not record voice information so they are NO substitute for a player recorded demo.
This ensures if a complaint arises from your decision, we have proper documentation to backup your decision. Lack of a demo will heavily affect the outcome of the complaint against you. To record a demo simply use the console command "record" and the console command "stop" to stop the recording. You can post these recordings on the forum to keep a proper record of it.
Professionalism
Yes, I realize it’s just a game, but to make a server a success, it is very important that the players view the administration staff as business professionals, not a bunch of kids running a little game server for all their buddies to play on. Think about it for a second - What server would you rather play on, the one with a bunch of chatty children acting like children abusing their administration like children, or a server run by mature adults that are organized, professional, calm, fair and fun?
Nothing is more unprofessional than to curse like a redneck who just stubbed his tow on the side of his tractor, breaking not only his tow, but his tractor as well. It just makes you look uneducated and small minded. Keep the swearing down - mainly the big ones like the F word and especially the MF word. Excessive use will be commented on.
Also please keep in mind excessive use of administrator commands to make the game 'fun' IS discouraged. If you are using a command to allow yourself to do something a player cannot do themselves I discourage that behavior. Your commands are there to make sure everyone plays at the same level NOT to elevate you above the level of an average player.
Calm
I know it can sometimes be hard, but it is of the utmost importance that as an administrator you MUST STAY CALM. As soon as you get mad or frustrated you lose all rationality and you make decisions that you would not make in a calmer state.
When you are angry you end up prejudging a person and your mind will find whatever reason it need to get rid of the person in question and thus this invalidates your final decision on a player. Never make a decision while you are angry, frustrated or upset. Instead leave the server and ask someone else to make the decision for you. Decisions made in this manner will be questioned and possibly reversed so ensure you are in a calm state before you take any action - and don’t fake the calm state, it just makes my life harder when I have to deal with the player when they contact me.
Fair
If you make a mistake, live up to it. If you do something unwarranted - apologize. If someone has a problem and he`s your buddy, don`t take his side simply because you know him. Take both sides into account and decide based on that. Be FAIR as I take pride in the fact that Vir`s gives people chances and is one of the most fair servers I know of - and I`m saying that based on my experience of being banned off well over 20 servers by administrators who are unprofessional, immature and quick to ban.
Fun
As an administrator your number one job is to keep players happy. Players are most happy when everything is going smooth. So your goal is to keep the server running smooth. The best way to do this is use this guide and follow its rules.
Jedi Grab, Rockets and Others
Ok, I will be the first to admit that I use this way too much. Any admins using this feature without good reason will have the ability to use such a feature removed as I often see it used far too much by the administrators who just get the new power. I know it’s terribly fun but I`ve seen too many accidents where a player gets killed. This is not acceptable. People leave for accidents like this. So use these commands as little as you can, they are for things like killing AFKers, hackers, misbehaviours and other idiots who join the server.
DO NOT GRAB ANY WEAPON, LOOT BAG, MINE OR DROPPED BOMB WITH JEDI GRAB. Only the PLANTED bomb is safe to grab. Otherwise it WILL crash the server.
Talking to Other Administrators
When you are discussing the behavior of a player with other administrators, ALWAYS use administrator chat. Do not use voice, ventrilo, public chat or team chat. We want it to be private until a decision is made on that player. This avoid distruptions and accusations from occuring during the game.
Also you should NEVER argue, call names or disrespect another administrator publically. This kind of behavior will result in the removal of administrative powers. If you have a problem with another administrator talk to an XA or Vir about it privately.
Abusing Players for Fun
Please do not purposely abuse a player for fun no matter what. If you think a player is cheating, or if a player is mis-behaving please just punish them in the manner setout in this administrator guide. The reason for this is I have seen administrators abuse players who they think are cheating, but it turns out they are not. This makes our mistake look much, much worse than if we had just banned them for cheating.
Also another reason for this is that other players may have not noticed the player in question breaking one of our rules, so when you abuse them it looks as if the you are abusing without any justification and makes the rest of the server look quite bad. It also brings down your reputation as a professional administrator.
Using Your Administrator Commands
Most of the admin commands were put there to do something very specific, while some were designed to be fairly broad. When you use a command I would ask that you use it for what it was designed to do and let me know if you can use it in a way that really was not intended when it was created. A good example of this would be when administrators use rockets and unbury to boost themselves to higher places. I would consider this using your command in a way that was not intended when it was created.
Reporting Plugin Glitches
If you see a glitch in a plugin, please report it to an XA as soon as possible and follow up if you see that it is not corrected. Keeping it a secret and taking advantage of it is frowned upon and will not help you move up the administrator ranks.
Administrator Spectator Wallhack
The built in spectator wallhack is often used to catach cheaters, however I notice administrators use it in the wrong manner and look for the wrong thing. From now on administrators need to be trained by Virellek to gain access to this mode. If you wish to gain access to this command please contact Virellek for training. He may have another admin train you, but you MUST go through virellek.
Specific Situations
Specific rules require specific punishments. A standard way to punish players who break our rules ensures that we are consistent and fair in how we deal with misbehaving players. Please follow these guides when dealing with these specific problems. Failure to do so may require us to reverse any permanent penalty put on the player in question.
Cheaters - Any obvious cheaters such as players with aimbots that shake the screen and speed hacks should be instantly banned. If you do not have permanent ban abilities please ban them and then inform one of the advanced administrators so they can ensure that the ban is changed to a permanent one. Record their steamid so the advanced administrator can properly ban the individual.
Map Changes - You should never change the map directly. We put the end of game voting system there on purpose. We also provided the rockthevote command on purpose. If you do not like the map, I'm sorry but you need to deal with that. The administrators are there for the players, not vice versa. If the map is really hurting the server, force a map vote with dmap_rockthevote. Do NOT do a custom vote. They only show the maps you choose and defeats the purpose of the player based map choices and votes. Also, do not change a map in the first 10 minutes of a map no matter how badly you want to. Changing maps all over the place just cause people to leave.
If the current map has caused the server to go from above 20 players to below 12 players after the first 10 minutes of a map then change the map to something more popular. During times where the server has a low join rate - between 2:00am and 2:00pm - please do not force changes to custom maps. It kills the server quite drastically.
Spawn Campers - They should be warned first. If they continue then you can slap them, spawn snarks on them or do whatever you need to do to get them moving as long as it does not result in their death. If all else fails you can kill them, but only after you tried everything to get them moving. Spawn camping is allowed on maps that are heavily biased. In these cases the team that has the disadvantage can spawn camp as long as it is not holding up the process of the game. This is to help balance the the map. Examples would be CT's on italy, CT's on office, CT's on dust2 and so on and so on.
Team Killers (purposely) - Let the plugin handle them unless they are creatively bypassing it. If they try to bypass it they should be permanently banned on the spot. If you do not have the ability to permanently ban please pass the steamid along to an administrator who can. DO NOT USE YOUR ADMIN IMMUNITY OR COMMANDS TO KILL A PLAYER WHO ACCIDENTLY KILLS YOU. Admin immunity will be removed if this happens.
Team Hurters (purposely) - Give them a clear warning. If they continue - ban them, permanently if possible. DO NOT USE YOUR ADMIN IMMUNITY OR COMMANDS TO KILL A PLAYER WHO ACCIDENTLY HURTS YOU.
Voice Spammers - Warn them if it continues then gag them for the default time. If it still continues then kick them. As a last resort if they come back and continue on with the spam, just temp ban them.
Music Spammers - Kick them right away, no warnings or anything. Continued use of music will result in a temporary ban. Permanent bans for music spammers should be only put in place if they continue the Music spamming after the temporary ban.
Racist Names/Comments - Ask them to change their name or stop the racist comments. I do not care what their excuse is, even if it’s a black man calling someone else the N word - this is not acceptable talk. One warning and if they do not comply you can ban them.
Anti-Semitism - Treat this as you would treat racism. There is no place for it on Vir’s Pub.
Sexism - Treat this as you would treat racism. There is no place for it on Vir’s Pub.
Accusing - If a player accuses another player of cheating without letting up, give them a warning and tell them only Vir’s administrators are allowed to make that decision. If they continue this behaviour kick them from the server. If they ask why, tell them Vir’s Pub does not allow whining and accusing. If they continue you can temporarily ban them, but a permanent ban should not be required.
Advertising - If anyone advertises their server or tries to recruit players for their clan in public, kick them with no warning. I have found that allowing this affects the server in a negative way in the long term.
Ghosting - Any player that ghosts should be asked to stop immediately. If they continue, this is considered cheating and you should temporarily ban them for 1024 minutes. Ghosting in Ventrilo is also not allowed. Since this is hard to detect, this will result in a permanent ban after an initial warning if we find someone doing it.
Foreign Languages - They need to be asked to speak English as they could be ghosting, and it also distracts English speaking players. If they do not listen, kick them. If they come back and continue, give them a temporary ban.
General Camping - I usually do not like to take action against general camping as long as it is valid. Camping if it’s 3 vs 1 is ok as the person all alone needs all the advantage he can muster up. Camping for 30 seconds or less is ok, but if it gets much longer give them a slap or spawn some snarks on them. Do not kick, ban or kill a player for this type of camping unless the snarks kill him.
Talking Too Much - Warn them a few times if they talk way too much on voice about non-game related things. If they continue gag them. If they still continue give them the boot. Do not ban unless they start playing music or talking just for the sake of disrupting the game.
Foul Language - Personally I don’t care about the odd swear word, but some people seem to think it is cool to curse three or four times out of ten words. That is excessive and for me I find it annoys me. So if someone is cursing like a drunken sailor, warn them. If they continue, gag them or kick them. Do not ban for this unless they purposely swear just to spite you.
High Ping - We do not do anything to players who may have a higher ping. High pings DO NOT cause other players to lag. If a player is very skiddish ingame and it is becoming a seriously problem to kill the person, this would be the ONLY time we would take action. Warn them first then kick them if the skiddish behaviour does not improve. Do not ban for this.
Map Glitches - If you see someone taking advantage of a map glitch (that includescommonly accepted illegal flashes) kick them right away. If they come back and continue temporarily ban them. Finally if you see them do it after the temp ban is up, do a perm ban.
Objectives - Objectives should be everyones primary concern except in a few situations. Heavily bias maps such as assault or militia don't give certian teams much of a chance to complete an objective. Because of this I do not encourage punishment for people not trying to complete the objective. You will need to use your own judgement to decide which maps this is true for.

If you see any contradictions between the quick guide and the administrator guide, the administrator guide is more accurate and that is the one that should be followed.
